Applicants for master's programs must have obtained a bachelor's degree from an accredited School or University prior to intended matriculation date. And you must submit valid GRE scores. In addition, if you are an International Student, you required to submit TOEFL/IELTS scores, unless you qualify to have them waived. Each program also requires at least two, if not three, Letters of Recommendation.
Candidates who wish to have their papers, abstracts, talks, portfolios, etc., reviewed as part of the application dossier should not send hard copies; please link these materials on your web page and list the appropriate url's in your personal statement.
1.Personal Statement:
Please provide a 1-2 page overview of your academic goals, career objectives and any research interests.
2.Recommendations:
Two (2) letters of recommendations are required. At least one letter of recommendation must be from a faculty member who is familiar with the applicant’s academic record. Electronic and paper-based recommendations are accepted; paper-based letters must arrive in envelopes signed and sealed by the recommender. Further instructions are outlined within the electronic application.
3.Transcripts:
Unofficial Transcript - Submitted with application.
One [1] transcript from each university or college attended where course credit was earned, to be uploaded and submitted with the online application.
Official Transcript- If you are selected for admission, you will be required to submit an official transcript.
Official transcripts or documents are defined as materials issued by your institution in a sealed envelope. Please request you institution to mail the following:

4.TOEFL/IELTS:
International students and permanent residents whose native language is not English must submit proof of English proficiency. This may be done in one of the following ways:
Submission of an official TOEFL score. Our TOEFL Institution Code (University of Pennsylvania, Engineering & Applied Science) is 2888 (no department code is needed). Information about the TOEFL can be found at www.toefl.org.
Submission of an official score report for the International English Language Testing System (IELTS). Information about the IELTS can be found at www.ielts.org/default.aspx
Completion of at least three (3) years of academic work on a full-time basis at a university-level institution in the United States or in a country in which English is recognized as the official language or where the medium of instruction is English. Anytime less than three years at any of the above mentioned institutions will not be considered for English Language Proficiency equivalency.
5.Graduate Record Exam (GRE):
The GRE is required for all graduate students, both Master's and Ph.D. applicants. Our institution code for submitting scores is 2888 (no department code is needed). Applications are evaluated as a whole portfolio and not on a single criterion. Thus, we do not adhere to strict cut offs pertaining to test scores.

6.Application Fee:
A non-refundable fee of $80 must accompany every application.

These are but a few of the many ways in which electrical and systems engineering are converging, especially at Penn. The MSE Program in Systems Engineering (SE), grounded in the intersection of electrical and systems engineering, is best positioned to give students the in-depth theoretical foundation and interdisciplinary skills required by the growing complexity of technological systems.
Our flexible curriculum allows students to tailor their studies to personal interests and goals, from signal processing, optimization, simulation, control and cybernetics to complex adaptive systems, stochastic processes and decision sciences. Our graduates are found in leadership positions in major companies like Lockheed Martin or pursuing doctoral degrees at Penn or other major research universities.
The MSE program is designed for highly-qualified students who will become leaders in the increasingly complex field of systems engineering. Entering students generally have baccalaureate degrees in the engineering, mathematical, physical or economic sciences. Students with degrees in other fields who have expertise in quantitative and computer analyses also enter the program.
